Substance Abuse Prevention
and Education

We provide resources, services, and support
related to alcohol, tobacco and other drugs
(ATOD) abuse prevention to community members,
schools, and individuals in Stephenson and
JoDaviess counties through the utilization
of evidence-based programs and strategies.


Focus areas include:

  • Working with community coalitions to implement the Strategic Prevention Framework – including needs assessments, capacity building, planning, implementation, and evaluation.
  • Implementation of an evidence-based youth prevention education curriculum to middle school students. This curriculum assists students in developing and enhancing healthy habits and positive characteristics as well as helping them set short-term and long-term goals. Opioid education is included with the curriculum.
  • Coordination of communication campaigns targeting substance use prevention among youth.
  • Support to schools in relation to the Illinois Youth Survey. The survey is designed to gather information about a variety of health and social indicators including the use of gateway substances and other drugs, violence, bullying, depression, perceptions of school climate, nutrition and fitness. It provides aggregate data for local schools, communities, counties, and state agencies.
